Alternative Downtime Rules for Lancer RPG

Lancer’s downtime is thin at best, and at worse, an exercise in throwing ideas at the wall and see how good a single dice roll makes that idea stick. It doesn’t reward strategy or decision-making, but rather puts you at the mercy of 1d20. This sucks.
